It is indeed a bit difficult to find information about the best spots for snorkeling. Some quiet bays around Palmaria Island and Lerici can be ideal. However, the best thing is probably to ask about the exact sites at the Tourist Info Point in Portovenere or Lerici, or consider joining a guided snorkeling activity with one of the local diving schools/guides.
